Idempotency keys

Pass an idempotency_key on retry-prone callers; duplicate POSTs return the original trace ID.

Scheduled sends

RFC3339 send_at, max 3 days. Cancellable via DELETE.

Bulk replay

Re-dispatch matched traces through an alternate destination. Useful for provider migrations.
